The Naval Surface Warfare Center, Dahlgren Division, Panama City, Florida intends to issue a sole source purchase order for the procurement of thread connectors, pressure relief valves, tailpieces, adapters, union nuts, etc. to support the Self Contained Breathing Apparatus (SCBA) system. The items are manufactured by CPV Manufacturing; however, equivalent equipment from other manufacturers will be accepted with the appropriate certification documentation. The equipment will be used by U.S. damage control personnel and form a highly specialized life support system. Only those articles that have been successfully tested are qualified. Procedures are specified under SS521-AA-MAN-010 U.S. Navy Diving and Manned Hyperbaric Certification Manual. The objective of this process is to verify that the life support system provides acceptable levels of safety throughout the specified op erating range. The intent of the process is to provide maximum reasonable assurance that an accident will not occur and establishes maximum reasonable assurance that the diver may be recovered without injury if there is an accident. Therefore only those offerors who can provide the necessary certification documentation are eligible to provide these critical life support items.
