This is a combined synopsis/solicitation for a commercial supply item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12 as supplemented with additional information included in this announcement. The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), National Weather Service (NWS) intends to solicit for purchase of 300 5-gallon cans of synthetic dielectric oil, NSN: 9160-01-142-5748, ASN: R400-3A7C01. This item is being purchased for the National Weather Service (NWS) NEXRAD Radar program to be delivered to the National Logistics Support Center, Kansas City, MO. The oil must be packaged in Lab Safety Blue Leak Proof Container or equivalent to (Lab Safety Supply P/N TL8218B). Oil has been previously purchased under Westinghouse P/N 558222AV and Tulstar Products P/N TS-3487. The supplies are to be shipped on a FOB Destination basis. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures. This is a small business set-aside. Firms interested in this requirement must submit demonstrated evidence of its capability and experience in providing the exact part or an equivalent specified for the NWS program. The Government may require first article testing under this requirement. The NAICS code for this action is 324191. The NWS special packaging/marking requirement will be applicable. All contractors doing business with the Eastern Region Acquisition Division (ERAD) must be registered with the Central Contractor Registry (CCR) or certification of registration in the Online Representations and Certifications Application (ORCA). No award can be made unless the vendor is registered with CCR.
