Brand Name Justification for Intent to Sole Source
The General Services Administration (GSA), Heartland Global Supply Center, FAS, intends to award a sole source order to Engenetics Technologies of 4270 Gibson Drive, Tipp City, OH, based on the authority of Federal Acquisition Regulations (FAR) 13.106-1(b)(1) for the following NSN: 5180-01-395-2090. This NSN is written in accordance with a brand name part number. GSA has determined that this brand name part number is the only item that will meet the requirements of this NSN. GSA manages this NSN and procures this NSN on behalf of our customers. Brand name justification as follows:
NSN 5180-01-395-2090 is a brand name item, written in accordance with Enginetics Technologies INC part number 140151. Enginetics Technologies Inc. is the sole manufacturer for this Aircraft Maintenance Tool Kit, which is used on the AH-64 attack helicopter to stake various sizes of bearings in place. The purpose of the subject tool kit is to stake anti-friction bearings into associated rod ends, bellcranks, supports and other components during assembly, overhaul and repair of AH-64 A/D helicopters. Without the staking tool, the cost burden on the user is increased and the maintenance down time is lengthened. Also, without the staking tool, the AH-64A/D Apache Attack helicopter experiences drastic reduction in flight safety, mission function capabilities and readiness.
The above paragraph outlines and justifies this brand name item in accordance with FAR 13.106-1(b)(1), 13.106-1(b)(3), 5.102(a)(6) and 11.105(a)(3). Since the anticipated cost is under the simplified acquisition threshold, FAR 13.106-(b)(2), 13.5 and 6.302-1(c) do not apply.
