NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, is seeking sources for the National Institute of Standards and Technology (NIST) Charpy V-Notch Verification Program. NO SOLICITATION IS AVAILABLE AT THIS TIME.
The Charpy V-Notch Verification Program seeks Contractors to machine and heat treat Super-High Charpy Specimens (SRM) 2092, SRM 2096 and SRM 2098 indirect verification specimens. These SRM's are used to perform indirect verification of Charpy V-Notch impact machines for ASTM E23. A total of 8 to 10 batches of SRM's are produced per year (10,000 to 12,000 specimens). To control the quality of these SRMs the contractors used for this work must be qualified according to the NIST Manufacturing Qualification Program Policy. The variation in impact energy allowed for the specimens is small, and it is difficult to consistently achieve the quality required by the program. To control the quality of these SRMs the vendors used for this work are pre-qualified according to NIST Manufacturing Qualification Program Policy. Qualification typically takes several months to a year to complete, in which the contractor first demonstrates machining quality on 50 specimens and then heat treats and machines a qualification batch of 300 specimens for each SRM of interest. The variation in impact energy allowed for the specimens is small, and it is difficult to consistently achieve the quality required by the program.
This is not a request for competitive proposals and no solicitation package is available. The Government may solicit for proposals in the future. Firms that believe they can provide this service or that are interested in the Charpy V-Notch Verification Program may submit a qualification statement in writing to the identified point of contact within 15 days after publication of this synopsis. Oral communications are not acceptable in response to this notice.
