Notice of intent to use a brand name product. The Naval Facilities Engineering Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide for locksets utilizing a magnetic strip card reader with keypad with a computer managed access control system capable of maintaining up to 1,000 users per trim and stores 2,000 events at each trim, that have the same requirements as VingCard Classic RFID locksets, Model Number CLA3521, and software by ASSA ABLOY. The Government intends to use VingCard locksets and software for Marine Corps Base Guam (MCBG) Bachelor Enlisted Quarter (BEQ) doors which will operate with MCBG’s existing locksets. The requirements for VingCard locksets and software by ASSA ABLOY are as follows: a. Standalone electronic lock with RFID technology. RFID Specifications: 1. 13,56 MHz technology 2. Compatible with the following standards: a) ISO 14.443 A (MIFARE including Desfire) b) ISO 14.443 B c) ISO 15.693 b. Supports Mobile Access. c. UL Fire-listed for use on fire doors. d. High security mortise lockcase. e. FCC approved. f. Solid steel handles with self-lubricating long life bearings. g. 3-point steel latch construction with an anti-friction mechanism. h. Case hardened full 1-inch (ANSI) throw deadbolt. i. Panic release function – the deadbolt and latch are automatically retracted by inside handle for easy regress in emergency situations. j. ADA compliant (persons with physical disabilities). k. Future proof re-programmable FLASH RAM lock memory. l. Up to 2000 event audit trail (in offline mode in Visionline). 600 events in Vision. m. Compatible with Visionline and Vision software platforms. n. Emergency opening options: Electronic emergency opening with service unit and optional mechanical cylinder. o. User interface: 3 colored LED display (green, red, yellow). p. Door thickness: 34 - 90 mm / 1,34 - 3,54 Inches. q. Online compatibility: Wireless (based on ZigBee protocol) in Visionline. r. Storage temperature: 0-70 °C / 32-158 °F: non-condensing environment. s. Tested operating temperature: Tested from -25 °C to 70 °C ( -13 °F to 158°F), according to IEC 60068-2. t. Fire approved according to EN 1642-1: Fire approved according to UL (timber doors and metal doors). This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes or an invitation for bid. The intent of this notice is to identify other potential sources for this product. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or that is vague.
