This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation F02601-03-Q-0142 is being issued as a request for proposal. (III) This solicitation incorporates clauses and provisions in effect through the Federal Acquisition Circular 01-07. (IV) This requirement is being synopsized as a small business set-aside under standard industrial classification code 3089, NAICS Code 326199, small business size standard of 500 employees. (V) Please propose the items as listed: Line item 0001, Bunker/Checkpoint (to be assembled by the Government)- 7 feet deep x 9 feet (W) x 8 feet (H), empty weight: 1,375 lbs water or 1,495 lbs sand, weight full (bottom): 8,995 lbs water or 18,792 lbs sand, weight full (top): 5,100 lbs water or 10,710 lbs sand, gallon capacity (bottom): 1,044 gallons water, and gallon capacity (top): 595 gallons water. Portable, all weather, reusable, sand-filled with the capability to remove sand for ease of movement. Capable of withstanding 50 cal blast with no shrapnel or fragmentation. Allow 360-degree observation with 18 inches thickness of overhead cover. All materials and tools for assembly. Quantity: three (3). Suggested source: Creative Building Products (part # 4218S, color: Olive drab); or equal. (VI) Place of delivery: 3895 South Phoenix, Davis-Monthan AFB, AZ 85707. F.O.B. POINT IS DESTINATION. (VII) Provision 52.212-1, Instructions to Offerors- Commercial Items applies. (VIII) Provision 52-212-2, Evaluation of Commercial Items applies. Proposal will be evaluated on price. (IX) Offerors are required to submit a completed copy of 52.212-3 Offerors Representations and Certifications- Commercial Items with their offer. (X) Clause 52.212-4, Contract Terms and Conditions- Commercial Items and any addenda the clause applies to this acquisition. (XI) Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to the award document. (XII) N/A. (XIII) N/A. (XIV) N/A.
