The USDA Forest Service, National Forests in Florida, has a requirement for Indefinite Delivery/Indefinite Quantities (IDIQ) of miscellaneous types of limerock aggregate hauled and tailgate spread on various Forest Service system roads within the boundaries of the Apalachicola National Forest. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additionsl information included in this notice. This Solicitation identified as RFQ AG-4283-S-08-0005 is a Request for Quotations. This announcement constitutes the only solicitation, quotes are being requested and no written solicitation will be issued. The types of limerock needed are: (1) FDOT certified limerock aggregate base (NO SHELL MATERIAL; (2) FS Modified #5 limerock aggregate; and (3) #8 minus limerock aggregate. For ease of pricing, the delivery locations are divided into 2 zones. Zone 1 covers the Wakulla Ranger District, Leon and Wakulla Counties, FL; and Zone 2 covers the Apalachicola Ranger District, Liberty and Franklin Counties, FL. All limerock shall come from FL DOT certified quarry. The Forest Service anticipates multiple-award, multi-year contracts for a base period with two option years. Base period is date of initial contract award thru 09/30/2008; Option Period 1 is 10/01/2008 thru 09/30/2009; Option Period 2 is 10/01/09 thru 09/30/2010.
DESCRIPTION OF REQUIREMENT: Quoters shall state, based on the Zone(s) where material is to be delivered FOB destination, the price per ton, including hauling and spreading, the following items:
Item 1, FDOT Certified Limerock Aggregate Base hauled and tailgate spread
Item 2, FDOT Certified FS Modified #5 Limerock Aggregate hauled and tailgate spread
Item 3, FDOT Certified #8 Minus Limerock Aggregate hauled and tailgate spread
Quoters shall include separate prices for each item for the base period and subsequent option years by delivery zone.
DELIVERY: Deliveries shall be made on a delivery order basis as needed by the Government beginning upon contract award and no orders shall be placed after 09/30/2010. Exact directions to project locations shall be given with each delivery order. Delivery time shall be specified on each delivery order issued.
SUBMISSION OF QUOTES: Offerors shall submit quotes to the office specified in this Solicitation on or before the exact time specified in the Solicitation. Late quotes will not be considered. Quotes received after the date and time specified for receipt of quotes will be rejected. As a minimum, quotes shall show: (1) Solicitation No.; (2) date and time specified for receipt of quotes; (3) name and address of offeror on company business letterhead or form, no later than close of business February 7, 2008. Address quote to Attn: Contracting Officer, U.S. Forest Service, 325 John Knox Road, Suite F-100, Tallahassee, FL 32303; (4) price and any discount terms offered; (5) remit to address, of different than mailing address; (6) completed copy of the Representations and Certifications at FAR 52.212-3; and (7) acknowledgement of any Solicitation amendments. No faxed quotes will be accepted. Provide price quote for base period and each option period by line item per ton with haul and spread included in price per ton. Quotes shall indicate quarry source. Delivery orders shall be placed as needed throughout each contract period. More than one contract may result from this Solicitation with a minimum guaranteed purchase of $5,000 to each awardee. No more than $500,000 shall be paid to a single awardee.
EVALUATION: Quotes shall be evaluated base on (1) price per ton including haul and spread, (2) capability items to meet agency requirements; and (3) availability at time of need by the Government
