The Naval Surface Warfare Center, Indian Head, Md. (NSWCIH) intends to award a Sole Source commercial contract to L-3 Communications, ESSCO. The procurement consist of a quantity of four (4) AEGIS SPY-1D Array Docking Covers specially fabricated with a proprietary fiberglass mesh design cover suitable to protect a Spy Array face and to radiate RF microwave energy through the cover without damaging the protective qualities of the cover. The applicable North American Industrial Classification System(NIACS) code is 332995. The FSC code is 5860. The resulting contract will be a firm fixed price contract. Negotiation being conducted using other than full and open competition procedures pursuant to authority of 10 U.S.C. 2304 (C) (1). See Note 22.
