The Government intends to issue a sole source purchase order for Dictaphone recording equipment. The equipment consists of 2 - 1GA000 Freedom Recorder, 2 - 501703-LUC Digital Coupler Board, 4 428133 Compression Module, 2 – FREPAK Freedom System Software, 2 CRSTCD Freedom Computer Based Training Program, 2 – 428357 Analog Coupler Board, 1 – Installation, 1 – Shipping and Handling. The award will go to Dictaphone, 3984 Pepsi Cola Drive, Melbourne, Florida 32934. The capabilities of this equipment are unique. This system is able to record communications and attach a digital voice fingerprint thus preventing voice recording alterations and ensuring legal sufficiency during a court martial. There are no other dealers or wholesalers, who sell, market, install or support the Freedom Recording system. The 460th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with Subpart 6.302-1 (a)(2)(ii).
