This is a notice of intent to issue an order to SeaChange International, 124 Acton Street, Maynard, MA 01754 on a sole source basis under the authority of FAR 6.302-1, Only One Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 USC 2304(c)(1). The proposed procurement is for 5 each Encoder Card MPEG-2 (P/N BEOWULF-II), 3 each Decoder Card MPEG-2 (P/N GENESIS-II) to include on-site installation, commissioning, advanced training. These encoders and decoders will be used to integrate with the existing SeaChange automation systems already in use at the regional networks of the Army Broadcasting Service.
