The Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to award a FFP sole-source purchase order to L-3 Communications Corporation, Narda Satellite Networks, 435 Moreland Road, Hauppauge, New York 11788 for AN/USC-60A FTSAT Extension Kits. This purchase is not suitable for full and open competition for the following reason: Only extension kits from L-3 Communications can be used in conjunction with the AN/USC-60A satellite terminal. This notice of intent is not a request for competitive proposals. A determination by the Government not to award this proposed purchase order, based upon the response to this notice, is solely within the discretion of the Government.
