The U.S. Army Operational Test Command intends to negotiate and award a sole source purchase order (under the simplified acquisition threshold) utilizing the authority of FAR 6.203-1(a)(2) to Azbell Electronics  Government Services Division for JWI CS VTC harware and installation in a SCIF (Secure Facility). Azbell Electronics  Government Services Division is the only company approved through the installation DOIM with the proper security credentials to access the secure facility. Awarding to anot her vendor would result in unacceptable delays and a duplication of costs to the Government that is not expected to be recovered through competition.
