The Space and Naval Warfare Systems Command (SPAWAR) on behalf of PEO C4I intends to award a sole source contract to ViaSat, Inc., 6155 El Camino Real, Carlsbad, CA 92009. The contract is anticipated to be for four years (base plus options) and to be awarded in September 2008. The anticipated contract will be for upgrades to Navy-owned modems. The upgrades planned are to the ViaSat MD-1324 Ultra High Frequency (UHF) Satellite Communications (SATCOM) Modems of which Viasat is the only known vendor with the capabilities to upgrade the modems. The purpose of the upgrades to these modems is to increase storage capacity to allow for the integration of Integrated Waveform (IW) and to resolve front-end hardening issues currently being experienced. Under this contract, the Government expects to upgrade 649 Modems. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements.
