The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Multifunctional Information Distribution System (MIDS) International Program Office (IPO) (PMW 101), plans to award up to three cost-plus-fixed-fee/fixed price Engineering Change Proposal (ECP) modifications under Contract N00039-00-D-2100 with Data Link Solutions (DLS), Contract N00039-00-D-2101 with ViaSat Inc., and Contract N00039-00-D-2103 with EuroMIDS. These ECPs represent a pre-planned product improvement to the MIDS Low Volume Terminal (LVT) that will migrate MIDS LVT to a JTRS software communications compliant architecture. When this migration is complete, the resulting, compliant terminal will be the MIDS JTRS. For this contemplated development and pre-production phase of MIDS JTRS, it is envisioned that a team of MIDS vendors will work together to develop and define the MIDS JTRS modules. The award of these modifications and accompanying delivery orders is planned for February 2004 and will be based upon limited competition in accordance with FAR 6.302-1 for Contracts N00039-00-D-2100 and N00039-00-D-2101 and FAR 6.302-4 for Contract N00039-00-D-2103.
