The Drug Enforcement Administration (DEA) intends to negotiate on a sole source basis with Microwave Monolithics, for twenty (20) miniature SARSAT Personal Locator Beacons (PLBs). The PLB's must be small, pocket sized, handheld, transportable on commercial passenger aircraft in accordance with Department of Transportation regulations and with an attached/internal GPS (Global Positioning System) receiver and an extended operational battery life of 48 hours at -20degrees C (GPS) receiver. In additional, Type Approval for operation in the international Cospas-Sarsat System, a satellite based distress alert and notification system, is required. When activated, the PLBs transmit a signal to the orbiting Cospas and Sarsat satellites for relay to global Mission Control Centers, and search and rescue (SAR) forces such as the Coast Guard and Air Force. This is not a request for proposals. Microwave Monolithics is deemed the only responsible source capable of providing the required equipment. A justification for other than full and open competition is on file. No solicitation documents are available and requests for such will not be acknowledged. If one is issued, no additional synopsis will be published. The determination to open competition is solely within the discretion of the Government. No telephone inquires will be accepted.
