The U.S. Geological Survey intends to award a purchase order to Trimble Navigation Systems for one (1 EA) base and two (2 EA) rover receivers and associated cabling, interfaces, controllers, and accessories with GNSS RTK capabilities. The USGS volcanic hazard programs use topographic surveying equipment to measure and monitor a variety of processes such as volcanic dome growth, stream channel morphology, precision mapping, and remote sensing ground control. Real-time kinematic global positioning systems (RTK GPS) have provided surveyors with increased efficiency, flexibility and accuracy over traditional optical equipment. The Trimble R7 and R8 GNSS receivers can track all modernized GPS signals, as well as those broadcast by the GLONASS system. These receivers are capable of tracking signals broadcast by the soon-to-be-launched GALILEO satellite navigation system as well as upcoming GPS signals (L2C and L5). The Trimble R7/R8 RTK system is specifically designed for topographic surveying in remote, high-relief terrain. High reliability, durability, compact design, and low-power consumption make these receivers ideal for USGS deployments. The Trimble R7 allows the base to achieve geodetic quality. GNSS receivers from other vendors do not achieve the RTK system technical requirements. In addition, our field engineers, surveyors, and data processors are familiar with configuring and operating the R7/R8 receivers because the interface is similar to the other Trimble products used (5700 and GeoXH GPS receivers and geodetic antennas, Nomad and Recon handheld computers, field and office software, etc.). In addition, a Trimble RTK system is compatible with the large cache of Trimble equipment at our office as well as numerous USGS Surface water offices we collaborate with. Trimble data radios can be programmed to the frequencies required by our current radio frequency authorizations. Purchasing a Trimble R7/R8 RTK system over other manufacturers ensures the system meets our technical requirements, is the most compatible with equipment we currently deploy, and has the least cost associated with interfaces and interoperability considerations, training and schedule impacts. There would be additional cost and schedule impacts to the program if other equipment was procured with respect to training, interfaces, cabling, interoperability, and similar issues. In addition, different radios may require new frequency authorizations adding further delays. In summary, awarding this sole source to Trimble would allow us to purchase equipment that meets our technical requirements, is compatible with what we already deploy and support, and minimizes costs associated with interfaces, training and schedule impacts.
