Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Technology Systems & Program Integration Directorate (TSPID) intends to award a firm fixed price purchase order on a sole source basis to: Raytheon Company, Fullerton, CA 92883.

1. Nature and description of the supplies or services required to meet the agency's needs:

The Raytheon Enhanced Position Location and Reporting System (EPLRS) MicroLight Model RTC-1922 (C) (G) radio assembly is an Ultra High Frequency (UHF) Direct Sequence Spread Spectrum (DSSS) software defined radio. The specific version of this radio being requested by the SNPLI team features a custom Advanced Encryption Standard (AES) l28-bit cryptographic co-processor that is required for the technology development activity resident to the team.

2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.):

Raytheon-Thales Tactical Communications Systems West (TCS-West) is the only manufacturer and reseller of the RTC-I922 (C) (G) and specific ancillaries. This RTC-1922 (C) (G) is a fielded item and no other substitute is available. The AES cryptographic co-processor is specific to this unit and unavailable from other variants within the EPLRS family of radios.

3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted:

The RTC-I922 (C) (G) with the AES cryptographic co-processor is the software defined radio that is compatible with the developmental Soldier systems that the SNPLI team has developed. Any other variant within the EPLRS family of radios is not compatible with the network topology and data exchange format generated by the SNPLI Developmental Systems.


4. Any other facts supporting the use of other than full and open competition:

The RTC-1922 (C) (G) with the AES cryptographic co-processor has been extensively tested by CERDEC and other developmental organization. It is the current defined baseline communication solution for the Nett Warrior Program of Record. The AES cryptographic co-processor allows maximum flexibility and compatibility with SNPLI data formats and will support our experimental and demonstration schedule. Any other product will put successful experimentation and demonstration at risk jeopardizing this team's ability to transition effective and reliable components.

5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:

None
