Synopsis:NAICS 334220 (Radio and Television broadcasting and wireless communication equipment) The General Services Administration, Federal Technology Service, Region 3, Philadelphia intends to solicit through other than full and open competition pursuant to FAR 6.302-1 with Wulfsberg Electronics for the acquisition of two (2) ship sets of the RT5000 Transceiver, w/APCO-25, 138-174 with DES/OTAR Encryption; the C-5000 Black, NVG, APCO-25 Serial RT control; the AT-560 Antenna 29.7-960 MHz, 9.5' Tuned Blade, White, FC-5000 Required; the FC-5000 Antenna Tuner, Tunes the AT-560 or AT-5000 Antenna; and the RT-5000 Mounting Tray, Vertical Mounting. Wulfsberg Electronics is the only manufacturer of these Transceivers and this follow-on acquisition continues the standardized goals of the Department of Homeland Security, the Coast Guard and local law enforcement agencies, which jointly fulfill the mission requirements of the Aviation Use of Force (AUF) mission. This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Any proposals should be sent to the Contract Specialist below in response to this solicitation number GS-T03-03-R-0020. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-11. The U.S. Coast Guard has been tasked with providing AUF communication between various Government entities and “common” communication solutions will be required to fulfill mission requirements. The RT-5000/DES Radio equipment identified is the only encrypted equipment with OTAR capabilities that can satisfy the integration standards of the federal military and local law enforcement entities. All airborne communication will be thru the Flexcomm multi-band, airborne FM/AM radio communications systems, of which Wulfsberg Electronics is the leading supplier. This communication system supports all channel frequencies from 29.7 MHz to 960 MHz, including APCO P-25 compliant digital, analog, trunking and encryption standards.
