Space and Naval Warfare Center Atlantic (SPAWAR Atlantic) has a requirement to Evaluate and Repair for sixteen (16) each, Brandywine (PNs: 001-0313, 001-0219, and 001100X12) Synchronizers, and Generator Time Codes with Brandywine Communications, Inc. The government intends to award a firm fixed price contract to Brandywine Communications, Inc. located at 1153 Warner Avenue, Tustin, CA 92780, the Sole Manufacturer and hold proprietary right for the requirements listed under the authority of FAR 6.302-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE QUOTES for items other than the brand name, Brandywine Communications Inc. equipment listed. To deviate from the approved configuration or item description would adversely affect the standard Configuration & require extensive software and/or hardware installation changes not feasible provided for the system Sustainment. In order to ensure that the Brandywine Synchronizers, Amplifiers, and Generator Time Codes are returned to their factory operation, Only the OEM can repair the units to their original condition. If any other company was to complete the the repairs, it would create the risk that they would not restore them to the correct condition in order to be compatible with the Ship System Exploitation Equipment (SSEE) AN/SSQ- 137 system since they do not have the proprietary rights that Brandywine Communications possess. If the Government was to not use the OEM, it would cause the Government lost time and additional costs when the companies are unable to repair as specified on the attached SSJ.
