The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB) has a requirement to procure the below listed SONY SX J1/90 VTR Beta Cam Digital Player using the "Test Program for Certain Commercial Items" specified in Subpart 13.500 of the Federal Acquisition Regulation (FAR). Pursuant to FAR 12.603, the following constitutes both the synopsis and the solicitation: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written proposals are herein being requested, and a separate written solicitation will not be issued. (ii) The solicitation number for this procurement is CON-02-0008 and this solicitation is issued as Request for Quotation (RFQ). (iii) incorporated provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2001-004, Title 48, February 20, 2002. (iv) The Contracting Officer has found and determined that the nature of the supplies to be provided is appropriate for a set-aside for small business in accordance with FAR Subpart 19.502 entitled "Setting aside acquisitions". The North American Industry Classification System (NAICS) Code is 334310 and the small business size standard is 750. (v) The following contract line item will be procured: SONY SX J1/90 VTR Beta Cam Digital Players, 12 each. The Government will NOT consider proposals for alternate Beta Cam equipment. (vi) The SONY SX J1/90 VTR Beta Cam Digital Players will be used to support IBB's WORLDNET Television and Film Service worldwide operations. (vii) All equipment subject to breakage during shipment shall be suitably protected. The above items shall be delivered FOB Destination to: Broadcasting Board of Governors, WORLDNET Television & Film, 330 Independence Ave., SW, Rm. G-623 Cohen Bldg., Washington, DC 20237. Delivery Requirement: Within 30 Days ARO. (viii) The provision at 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition-with no addenda to the provision. (ix) The provision at 52.212-2, Evaluation - Commercial Items, The Government will award a Contract resulting from this solicitation to the responsible Quoter whose proposal conforming to the specification requirements contained herein will be most advantageous to the Government based on price. (x) Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition-with no addenda to the clause. There are not any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) necessary for this acquisition other than those consistent with customary commercial practices. (xiv) reserved. (xv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable to this acquisition. (xvi) CBD Numbered Note 1 applies to this procurement. (xvii) Offers are due not later than Close of Business (5 pm EST), Friday, March 15, 2002 and they shall reference RFQ No. CON-02-0008. Price Quotations may be sent via either facsimile to (202) 205-1921; e-mail at [email protected] or by mail to BBG/IBB Office of Contracts, 330 "C" Street, SW, Room 2519, Washington, DC 20237, attn: Ms. Sheila Thurston. Quoters responding to this RFQ shall submit to the above-listed Purchasing Agent the following information by mail, facsimile, or e-mail, as part of their price quotation: unit and extended price for the above-listed line-item, prompt payment terms, correct remittance address if different from the quoter's mailing address, and a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items.
