Army Contracting Command-Aberdeen Proving Ground (ACC-APG) intends to award a contract modification to SRCTec, Inc. 5801 East Taft Road, N. Syracuse, NY13212-3275 in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source under IDIQ Contract Number W15P7T-09-D-M615 for the Duke V3 system. The Duke V3 is a mounted Electronic Counter Measure (ECM) system that utilizes the electromagnetic spectrum (EMS) to prevent or inhibit the intended operation of Radio-Controlled Improvised Explosive Devices (RCIEDs). The modification will increase the contract's ordering ceiling by an estimated $58.4M and will fully incorporate DUKE V3 primary unit support, inclusive of a Duke Technology Insertion (DTI) effort. Support includes procurement of services and spares currently on contract. Services include logistics and engineering support for Duke Systems and spares, to include testing, technical insertion, software updates, depot support, and configuration management. Spares include items such as GPS/Receive antennas, cables, installation kits, etc. The DTI portion of the effort includes the procurement of a DTI technical data package (TDP) and up to twenty (20) updated production representative Duke Systems.

SRCTec is the only source that possesses the required drawings and documentation for the Duke V3 system. Furthermore, SRCTec, with its knowledge of the Duke V3 System designs and interfaces, is the only source that can provide the required DTI changes along with spare parts that are form, fit and functionally interchangeable with existing system components. SRCTec has an operational production line and proven suppliers for the required items, and can commence production immediately following award of a contract delivery order.

The estimated award date is 28 June 2013. The contract period of performance will remain unchanged as a result of this action; the ordering period for Contract W15P7T-09-D-M615 ends 27 August 2014. The NAICS code for this effort is 334511.
