NASA/KSC intends to purchase the item from Wideband Systems, Inc. Wideband Systems telemetry recorders are the only telemetry recorders that have been used by NASAs Launch Services Program since 1994. As a result , the entire library of launch vehicle data tapes for launches between 1994 and 2014 are recorded in Wideband Systems WSI proprietary recording format. Any telemetry recorder in the fleet of telemetry recorders must be compatible with the WSI recording format. Wideband Systems makes the only telemetry recorders that can record and play back data tapes in the WSI recording format.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 30, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
