This synopsis is in addition to the one post on March 4, 2008, in which SSA was seeking 8(a) firms for the equipment/services described below.
The Social Security Administration (SSA) is seeking ONLY Small Business Administration, certified small business firms who can provide ongoing maintenance and ancillary equipment for the SSA Video Tele-conferencing (VTC) network. SSA?s VTC infrastructure consists of approximately 714 Polycom VTC systems nation-wide. This also includes Alaska and Guam. In addition, there are 11 Multimedia Technology Centers (MTCs) and six Polycom Multipoint Bridging/Gateway systems and related equipment. This requirement will support new VTC/MTC purchases, installations, training, relocations, maintenance and on site support services. Companies must have technical experience, knowledge and training certification for all the equipment on the VTC network. Companies must also be able to provide maintenance support that meets or exceeds SSA?s requirements.
Vendors shall also provide information about their company and include the number and qualifications of employees, detailing previous experience and projects similar in scope to SSA?s requirement. Locations where similar equipment has been installed and maintained by the vendor shall also be provided. No cost or pricing data is required or requested. This is not a request for proposal, and the Government does not intend to pay for the information solicited or received. Respondents will not be notified of the results of the evaluation of the source data received. Any interested organizations must submit appropriate data in duplicate within fourteen (14) days of this announcement.

SSA?s visual communications network equipment consist mainly of Polycom customer premises equipment (CPE) products.
VTC Bridging/Gateway Equipment (Polyom MGC50, MGC100)
The VTC Bridging and Gateway Equipment includes, but not limited to:
? The Polycom Multipoint Gateway Conferencing (MGC) 50 or 100 chassis which includes: 3 power supplies, IP+24 module, Mux+20 Module, Net 8 T1/E1, PRI module, audio+48 module, two video+8 modules, unified conferencing suite, Click&View and MGC manager.
? MGC+Mux+10 port module: 18 sites up to 128k or 10 sites up to 384k or 6 sites up to 768k
? MGC+IP+24 port module: 48 sites @ 128k or 24 sites @ 384k or 12 sites at 768k
? PathNavigator 500 pack license (500 registrants and 150 concurrent calls

? Maintenance of three Hewlett Packard (HP) Compaq dc7600 computers:
o The maintenance of software such as SQL Server 2000 is covered under SSA?s maintenance contract.
o Ultimately, the contractor is responsible for the maintenance of the computers. However, SSA will assist with hardware maintenance with the computers based on mutually agreed acceptance of assigned duties. If the contractor does not perform certain maintenance duties because these duties are assigned to SSA personnel, the contractor is still responsible for communicating with the Government Project Office that agreed upon duties was not performed by designated SSA personnel.
o Any maintenance duties that are not assigned by SSA personnel are considered maintenance duties that the contractor must perform as recommended by the OEM.
o It is the responsibility of the contractor to ensure that hardware and processing requirements can sufficiently support software requirements as specified in the QASP.
o Security maintenance is to be preformed by SSA personnel
o Contractor to provide SSA access to computers for access and maintenance.
Other equipment related to the multipoint and gateway platform solution includes multiple PRI gateways, which provide the capability for on-net sites to communicate with
off-net parties. The V.35 gateways have roll-over capability and are connected to ISDN circuits.
The dial plan must support all possible combination call types and dialing scenarios, to include but not be limited to the following:
1) intra-zone dialing,
2) inter-zone dialing,
3) off-net dialing,
4) on-net dialing,
5) outgoing ISDN calls,
6) incoming ISDN calls,
7) multi-point IP only calls,
8) multipoint mixed ISDN and IP calls
9) direct (point-to-point) calls,
10) local, national, and international calls, and
11) IP-ISDN-IP calls
12) voice calls (voice participants who would like to conference in a video call)
The dial plan allows for the utilization of the maximum operational capacity of existing gateways, MCUs and processors. Furthermore, incoming and outgoing call routing method(s) of the dial plan must be able to simultaneously support the maximum gateway
service call capacity. The maximum operational capacity of these system components will increase as additional system components are added to the video network.
For gateway service calls, the contractor shall define prefixes, specify the types of connections between IP and ISDN endpoints (terminals and/or phones), define bandwidths to include the maximum bit rate per channel and the media content of the stream of the call (video and/or voice).
The dial plan must integrate the multipoint and gateway overflow requirements.
Multimedia Technology Centers (MTC) (Polycom VS400, VSX8000)
The state-of-the-art conference rooms and media centers are used for video conferencing, training, senior level meetings, presentations and demonstrate/evaluate new emerging technologies in an effective environment. The conference room enables components to effectively conduct high level meetings and presentations for its external and internal components. MTCs have VTC capability, which includes VTC systems, video network management devices and associated ancillary hardware and software components.
The MTC includes but not limited to the following:
? Room Designs and Recommendations (lighting, furniture, sound proofing, etc.)
? Multiple Room Configurations (Small, Medium, Large)
? VTC capabilities (ceiling camera mounts, front/rear camera views, ceiling microphones, etc.)
? Large monitor (plasma, projectors, etc.)
? Control Room Configurations
? Video network management devices
? Associated ancillary hardware and software components
On-Site Technical Support:
The contractor shall provide at SSA Headquarters, National Computer Center (NCC), located in Baltimore, Maryland, on-site technical support specialists to perform and assist SSA personnel in performing numerous activities and functions conducted in the Visual Communications Control Center (VCCC). The on-site technical support specialists shall report 81/2 hours per day, 8:30 A.M. to 5:00 P.M. and 12:30 P.M. to 9:00 P.M Eastern Time, five (5) days per week, to the SSA VCCC office 12 months, 5-days a week, Monday through Friday, excluding federal holidays. The contractor shall provide on-site technical support coverage for 8 1/2 hours (includes a 1/2 hour lunch period). When requested by the government the technical support specialist will be required to remain on site 1-3 hours beyond the normal duty hours (overtime) in support of ongoing video activities. The support specialist will be required to report to the VCCC to provide after-hours operational support during the annual NCC building shutdown over the Columbus Day Weekend or any other scheduled shutdown requested by the Government. It is anticipated that the time duration of the possible work assignments during this period will not exceed 8-hours.
The North American Industry Classification System (NAICS) code for this requirement is 517919. The size standard for this NAICS code is $12.5 million.
