This is a Market Survey to locate commercially available Air Conditioners, which are form, fit, and function equivalent to Vertical, Compact, 18,000 Btu/Hr, 208V, 3-Phase, 50/60 Hz, NSN:4120-01-329-1515, P/N: 13229E4250. This acquisition is for up to 1000 units of readily available assets. The Army has available the drawings with the technical data for the acceptance of the items. This 18k Air Conditioner uses refrigerant R-22, which is an Ozone Depleting Substance (ODS) that is being restricted by the Clean Air Act and the Montreal Protocol. As a result of this statutory restriction, U.S. production and import of R-22 will cease for use in new equipment on 1 Jan 2010. However, both the production and import of R-22 will still be permitted to service existing equipment manufactured prior to 1 Jan 2010. Thus the need to have all ECUs manufactured before the 1 Jan 2010 deadline as well as being readily available. The manufacture of these items after 31 December 2009 is unauthorized. Suppliers capable of furnishing this unit must so indicate, by writing to Commander, USA CECOM, ATTN: RDER-PRA-GD, Building 1200W, Fort Monmouth, NJ 07703-5043 via e-mail to

The response must include production lead time, production capacity by month, surge capacity, number of years part will be available, ranges for price breaks if applicable or any other information that could affect the acquisition, supply and delivery of the parts. The response should also include documentation such as copy of purchase order if the supplier was a vendor to the listed source or a statement from listed source demonstrating that the supplier can, in fact, supply the Army with this unit from the supplier listed above. Successful suppliers may be required to warrant that the item supplied will satisfactorily perform when used for the purpose intended by the Army.
