NASA/KSC has a requirement for the development of a Pulse Code Modulation (PCM) daughter board to be used in concert with the single module 1757-ABRIO remote I/O bridge using the Control Logix 1756 series chassis. Once the module is developed, 20 units will be purchased. The Government also requires one (1) year of technical support. NASA/KSC intends to purchase the items from Quest Technical Solutions. Quest Technical Solutions is an authorized vendor by Allen Bradley to provide connectivity to their equipment. The authorization ensures that any module that is developed for the Controllogix chassis is properly developed, fabricated, tested, certified and licensed to prevent any detrimental affects to other chassis modules or the entire operating system. A new company that wished to develop the modules would be required to be authorized through Rockwell Automation. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Jessica Paglialonga,
[email protected], no later than 4:30 p.m. local time on Friday, August 31, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
