NASA/DFRC has a requirement for 2 tri-mode L-Band Telemetry Transmitters and 2tri-mode S-Band Telemetry Transmitters.[SPECIFICATIONS]The specifications are:(qty 2) Tri-mode 10-watt Lower L-Band telemetry transmitter, three modes (PCM/FM, SOPQSK,Multi-h CPM), 1-20 Mbps, 9 cubic inch package (2x3 x 1.5), 1435.5-1534.5 MHz, 0.5 MHztuning steps, RS-422 clock and data interface, parallel port frequency tuning option.(qty2)Tri-mode 10-watt S-Band telemetry transmitter, three modes (PCM/FM, SOPQSK, Multi-hCPM), 1-20 Mbps, 9 cubic inch package (2x3x1.5), 2200.5-2394.5 MHz, 0.5 MHz tuningsteps, RS-422 clock and data interface, parallel port frequency tuning option.[SOLE SOURCE EXPLANATION]NASA/DFRC intends to purchase the items from Quasonix. Quasonix has functions andprogramming techniques unique that are used with the Dryden project. These programmingtechniques are being used currently and would delay the program if another companysproduct is used because of retesting and restructuring of the proceduresThe Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 6, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.
