This is a notice of intent to solicit and negotiate a sole-source award with Marinel Inc for Trimble R7 Base and Rover GPS Kits- ISP. MacDill AFB Contracting intends to issue a purchase order to Marinel Inc under the authority of FAR 6.302-1(b)(i) unique supplies or services available from only one source or only one supplier with unique capabilities. This is a Brand Name and Sole Source justification based on the requirement to purchase identical previously purchased equipment. This equipment is on the Program?s approved Basis of Issue (BOI). The current Mission Familiarization Virtual Reality (MFVR) software used by this program for Survey missions requires special software code written to allow the GPS and its components to properly function and communicate with the MFVR software. The communication and diagnostic test code software took six (6) months to develop at a cost of over 150K. Based on this investment in time, effort, and funds, the Trimble R7 Base and Rover GPS Kit is required. The request to use the same Vendor is due to the time, effort, and funds required by this program to teach the Vendors local based technicians how to test the equipment when it is utilized with the MFVR software. Cost to the program to teach and maintain technical requirements with this local Vendor over the past Eight months is in excess of 50K to date. Once this equipment is setup with the MFVR software, it can not be sent directly back to the manufacturer due to the manipulation and integration of the equipment, software, and software code. On all but one occasion, the faults within the equipment were associated with the interface between the equipment and the software. If a different vendor is required, there will be an additional requirement and cost to train their technicians at their facility on how to use our system in relation to the equipment. The current vendor is only 15 minutes from this installation, and provides assistance 24/7 within a 6 hour notification. The amount of time, effort, and funds to change brand names and companies will exceed 200K.
