It is the Government's intent to solicit services from Russelectric Incorporated, located in Memphis, TN on a sole-source basis for the purpose of acquiring an upgrade of the Rotary Uninterrupted Power Supply (RUPS), Supervisory Control and Data Acquisition (SCADA) computers and software currently in operation at the Memphis Internal Revenue Service Center (MIRSC) located in Memphis, TN. The RUPS system installed at MIRSC is controlled by proprietary Russelectric software and specialized aspects of the RUPS. Russelectric is the developer and sole provider of RUPS software at MIRSC. Award is anticipated on or about September 7, 2006. This notice of intent is not a request for competitive quotes. However, responsible sources may identify their interest and submit technical information and technical capability statement in response to this notice. The Government will consider all responses that provide clear and convincing information demonstrating contractor's ability to perform required service. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed acquisition based upon response(s) to this notice is solely within the discretion of the Government.
