The Government anticipates the issuance of Basic Ordering Agreements (BOAs) with interested vendors in response to this Master Solicitation.
The scope of the Basic Ordering Agreement (BOA): The BOA is intended to provide the general terms and conditions under which 5962 Federal Stock Class (FSC) NSNs will be procured by DLA Land and Maritime. In addition, entering into a BOA would allow the contractor to be subsidized for one Deoxyribonucleic Acid (DNA) Marking License per year. The License costs that will be reimbursed by DLA Land and Maritime are found in Section B of the Master Solicitation and will be in accordance with the Government's pricing agreement with Applied DNA Science.
Please note, the Government intends to enter into a BOA only with Trusted Sources. Trusted Sources include the following: original component manufacturer (OCM), a supplier on the DLA qualified suppliers list of distributors (QSLD), an original equipment manufacturer (OEM), an authorized distributor, a manufacturer on the DLA qualified manufacturers list (QML), a supplier on the DLA qualified testing suppliers list (QTSL), or the manufacturer of generalized emulated parts (SRI).
An acceptable response to this solicitation will include a signature from an approved company representative on page 1 blocks 15, 16, 17, and 18, a response to the DNA Marking representation in section B of the solicitation, and a response to provision K11C06 - DLAD 52.211-9008 (Special Notice - Compliance with 52.211-9074, Deoxyribonucleic Acid (DNA) Marking Federal Supply Class (FSC) 5962, and 52.209-9028, Qualified Suppliers List of Distributors (QSLD) Federal Supply Classes (FSC) 5961 and 5962 (NOV 2012) DLAD).

The solicitation will be available on DLA's Internet Bid Site (https://www.dibbs.bsm.dla.mil/) on its issue date on or about March 29, 2013.
Amendment 1 is issued to add/change some clauses relative to DNA Marking. Fll-in's must be completed on Amendment 1 and submitted with the Basic solicitation.
