8.  Description: 

The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, National Aeronautics and Space Administration (NASA) and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

The Government intends to solicit and negotiate with ICF Incorporated, L.L.C., 9300 Lee Hwy, Fairfax, VA 22031-6050 CC: 5M571, for a 6 month extension of critical services performed under W911QX-17-C-0018.

This notice of intent is not a request for competitive proposals.  However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice.  A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. 

The Government does not intend to use Part 12 for this acquisition.
