NASA/DFRC has a requirement for two (2) each Field Programmable Gate Array (FPGA) Mezzanine Cards (FMC), with no cascade or conformal coating. The FMCs includes a stackable FMC power layer, enclosure with fan and PCIe extender with Xpress card. NASA/DFRC intends to purchase the items from 4DSP, LLC, 1210 San Antonio Street, Suite 801, Austin, TX 78701. 4DSP is the only known source capable of satisfying this requirement because they have patented the proprietary algorithm for providing interrogation capability via DSP processing of Bragg grated fiber optics. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 10, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
