The Army Contracting Command- TACOM-Warren (RRAD) - Directorate for Maintenance, Red River Army Depot, Texarkana, Texas 75507, on behalf of the Precision Fires Rocket and Missile Systems (PFRMS) Program Management Office, hereby issues the following Sources Sought/Request for Information (RFI) to ascertain the level of interest of potential vendors desiring to contract for overhaul of M270A1 Multiple Launch Rocket System (MLRS) Vehicle Auxiliary Power Units (APU).
Overhaul of M270A1 Multiple Launch Rocket System (MLRS) Vehicle Auxiliary Power Units (APU) in accordance with an approved AMCOM MLRS PFMRS PMO Performance Work Statement (PWS) dated 5 March 2015. The work shall require the contractor to provide all the transportation, parts, labor, services and supervision required to perform required overhaul.
This will be a fixed priced mutiple-year requirements contract. The period of performance will be a Base Year and two (2) 12-month Option periods . The estimated minimum quantity is 18 APUs and the maximum estimated quantity is 37. The unit of issue is each.
This unit is covered under this PWS is the MLRS APU - NSN 6130 01 549 0407 - Part Number 12488459 (MLS PN 306-9000)

The contractor shall verify receipt of the hardware in accordance with the enclosed shipping documents. Verification will be performed to ensure the presence of all assemblies and components. When APU is received that is missing parts a report will be generated. If enough parts are missing to be deemed beyond economical repair the
unit will be either returned to the government or scrapped in house according to the direction provided by the contracting office. In some cases functional testing may be omitted if visual inspection determines that a component is damaged or missing.
The contractor shall inspect and evaluate the complete unit for any other obvious required repair. In addition incoming functional test may be performed to determine the unit condition. Any failures will be recorded and included within the internal evaluation form QA-092.
Based on the evaluation the supply condition code will be determined. This PWS will be applicable only to APU's which are classified as CONDITION CODE F (SERVICEABLE-REPARABLE) - Economically Reparable material which requires repair, overhaul, or conditioning.
PERFORM OVERHAUL
The Disassembly, Repair and Assembly shall be in accordance with the applicable MLRS APU drawings, route sheets and inspection procedures. All rework operations will be accomplished according to the approved configuration lists and inspected by the contractor QA personnel.

At completion of the overhaul the unit will be brought to CONDITION CODE A (SERVICEABLE-ISSUABLE WITHOUT QUALIFICATION).
TESTING & INSPECTION
Acceptance Testing (ATP) will be performed per procedure ATP-12488459 - Abbreviated.
PREPARATION FOR DELIVERY
The APU will be cleaned and painted to original specifications. Any required marking and warnings will be applied in accordance with the approved documentation. The unit will be presented to QA personnel for final approval prior to shipment.
DELIVERY
To ensure proper handling the APU a suitable container will be utilized. Reusable containers and cushioning may be retained for return shipment of repairable APU's. All material and containers will be marked and shipped per government instructions.
WARRANTY
The contractor shall guarantee level workmanship and parts for a period of 13 months from the time of shipment.
SUPPORT
The contractor shall provide support to the APU during the lifetime of the MLRS program.
QASP
The APU will be inspected at the contractor site by a DCMA Inspector before being shipped to RRAD. When received at RRAD items that are deemed non-complaint or inoperable per the SOW will be shipped back to the contractor with the contractor paying for shipping costs. Minor problems will be corrected at RRAD after consulting with the contractor.
