The Government intends to solicit and negotiate with only one source, West Kentucky 2-Way Radio, Inc. 607 W. Everly Bros. Blvd. Central City, Kentucky 42330. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 for the installation and set up and testing of two (2) Whelen Sirens 3600 Watts, WPS2909; two (2) Radio(s) UHF C2021MHU; two (2) Solar Panel(s) SBC280; eight (8) batteries; Software SDPTS; two (2) 50 Wood Poles; and one (1) Antenna UHF 380-399. The basis for restricting competition is because this system must be tied into an existing infrastructure that was previously engineered and currently maintained by West Kentucky 2-Way Radio, Inc. NAICS code for this procurement is 334290 and the small business size standard is 750 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer NLT 5 June 2009, 11:00 a.m. (CST). Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
