3B5-X2 X2 BIONIC PROSTHETIC SYSTEM 2 EA Notice to Contractor: Solicitation number N00259-11-T-0435 is issued as a notice to procure from only one source IAW FAR 13.106-1(b). This proposed contract action is used for (C5) Department for 3B5-X2=ST X2 BIONIC PROSTHETIC SYSTEM. These Prosthetic Limbs are required for Comprehensive Combat and Complex Casualty Care (C5) for patients who have lost limbs in the service. The Naval Medical Center San Diego intends to solicit with only one source under the authority of FAR 13.106-1(b). The source is Otto bock Healthcare LP. CAGE Code: 3BL00, NAICS: 339113. Justification: As required by FAR 13.106-1(b), the Contracting Officer has determined that Otto bock Healthcare LP is the only company that makes these particular items. We have a clinical prosthetics employed by the government who is a recognized expert in prosthetic devices. Otto Bock Healthcare is the original manufacturer of the prosthetic limbs for these patient, these devices are custom designed for the patient and once acquired require adjustment or modification through that same company in order to ensure compatibility. IAW FAR 5.207(c) (15) (ii), all responsible sources may submit a quotation, which shall be considered by the agency. The Government will only consider firm, fixed price quotations. The attached solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-53.
