The Department of Veterans Affairs, Network Contracting Office 7, intends to negotiate a sole-source contract with Draegar Medical, Inc., 3135 Quarry Road, Telford, PA 18969, on or around September 15, 2012 to provide Draegar Apollo Anesthesia Machines to the Ralph H. Johnson VA Medical Center (RHJVAMC) in Charleston, South Carolina.
In the spring of 2007, RHJVAMC was chosen as the beta site for the VISN 7 rollout of electronic anesthesia record keeping (ARK) program, the Draeger Innovian ARK. The application does not function well with existing anesthesia machines, which are not manufactured by Draegar. For instance, some data does not populate the ARK because of the age of the existing machines and the disparity in manufacturer. Because the existing anesthesia machines have now reached the end of their life cycle, new anesthesia machines must be purchased. To optimize the functionality of the ARK as well as the anesthesia machines, it is necessary to purchase Draeger anesthesia machines, which are fully compatible with the ARK. Draegar has certified that there are no small business distributors or resellers capable of providing the machines.

This proposed procurement is for services for which the government intends to solicit and negotiate with only one source in accordance with FAR 8.405-6(a)(1)(i)(B), Only One Source is Capable of Providing the Supplies or Services Required at the Level of Quality Required because the Supplies or Services are unique or highly specialized. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to this requirement no later than August 24, 6 p.m. EST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
