The Department of Veterans Affairs, Network Contracting Office 7, intends to negotiate a sole-source contract with Draegar Medical, Inc., 3135 Quarry Road, Telford, PA 18969, on or around September 15, 2012 to provide Draegar Apollo Anesthesia Machines to the Ralph H. Johnson VA Medical Center (RHJVAMC) in Charleston, South Carolina. In the spring of 2007, RHJVAMC was chosen as the beta site for the VISN 7 rollout of electronic anesthesia record keeping (ARK) program, the Draeger Innovian ARK. The application does not function well with existing anesthesia machines, which are not manufactured by Draegar. For instance, some data does not populate the ARK because of the age of the existing machines and the disparity in manufacturer. Because the existing anesthesia machines have now reached the end of their life cycle, new anesthesia machines must be purchased. To optimize the functionality of the ARK as well as the anesthesia machines, it is necessary to purchase Draeger anesthesia machines, which are fully compatible with the ARK. Draegar has certified that there are no small business distributors or resellers capable of providing the machines.
