This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential vendors, including Small Business, Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Own Small Business (SDVOSB) vendors relative to the North American Industry Classification System (NAICS) Code 339115. The Iron Mountain VA Medical Center has a specific need for a refraction/keratometer shall feature accurate refraction measurement with large pupil zone imaging method, SLD and highly sensitive CCD, and optimal fogging to minimize accommodation. It shall also feature visual acuity measurement with glare test, simple opacity assessment with retro illumination image, patient friendly accommodation measurement, and keratometry measurement with mire ring. Unit shall contain the following technical specifications: ? Must utilize a Super Luminescent Diode (SLD) and Multiple Pupil Zone Imaging method which improves the ability to measure patients with cataracts, IOL's and media opacities, and must be able to read pupil sizes from 2.0 to 6 mm. ? Must have the capability to read Cornea and Photopic and Mesopic pupil size measurements with the double ring technology. ? Must have auto eye tracking right, left, forward, back and auto read the measurements. Measuring time per eye is less than 0.3 seconds. Must be extremely user friendly. ? Must have target and target must use 1.5 diopters of fog to relax the accommodation for more accurate results. ? Must have quick mode for rapid eye movement patients. ? Must have reliability index numbers from 1-9 which appear after each reading on the printout indicating the confidence level of each reading (1 lowest - 9 highest). ? Range must be as follows: Sphere -30D to +25 diopters, Cylinder 0~ +/12 diopters Axis 0~180 degrees Axis - takes 180 individual measurements at each meridian and averages them. ? Must allow user to record unaided acuity and aided acuity. ? Must allow for sphere refinement. ? Must allow for comparison of objective measurement to a refined measurement for both distance and near. ? Must display cataract opacity images of the eye with retro illumination. ? Must be linked with auto lensmeters and electronic phoropter systems. ? Must provide low contrast testing. ? Must be able to conduct glare testing. ? Must have visual acuity chart. ? Must have subjective spherical refinement. ? Must compare glasses vs. AR reading. ? Must have unaided vision vs. AR reading. ? Must be able to conduct near vision testing. This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The applicable North American Industry Classification System (NAICS) Code for this requirement is 339115 and the small business size standard is 500 employees.
