The Naval Medical Logistics Command intends to increase the original sole source contract (IAW FAR 6.302-1) with Edwards Lifesciences, (Contract #N62645-09-D-5014) at One Edwards Way, M/S 7, Irvine, CA 92614, as the only responsible source that can provide biological heart valves and mechanical annuloplasty rings. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. This acquisition is in support of the Naval Medical Center San Diego (NMCSD) Cardiothoracic Surgery Program and will allow the surgeons/providers in the program to continue heart valve replacement/repair surgical procedures, with an appropriate selection of devices made available to the department. Edwards Lifesciences unique qualifications make them the best overall source, in both in size and quality that can satisfy the government’s minimum requirements appropriate to the size and complexity of the heart valve replacement and repair surgeries performed. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Small Business Size Standard of 500. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
