The Fargo VA Health Care System anticipates awarding sole source procurement to United Blood Services, Inc. for the procurement of whole blood and blood components (human) in suitable containers deliverable F.O.B. Destination to the Department of Veterans Affairs, 2101 Elm Street, Fargo ND 58102. Offers will be considered only from blood banks that are currently registered and licensed with the Food and Drug Administration, Department of Health, Education and Welfare pursuant to Section 510 of the Federal Food, Drug and Cosmetic Act, dated January 31, 1973. The blood bank must be accredited by AABB/CAP, and be able to submit proof that they hold an un-revoked US license issued by the Director, Bureau of Biologics, Food and Drug Administration (FDA) under Section 351 of the Public Health Service Act. The offeror must be able to provide services twenty-four (24) hours, seven (7) days per week. Emergency requests must be delivered within one hour. NAICS code # 621991 applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. No solicitation will be issued. A determination not to compete this proposed contract is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals.
