The Fargo VA Healthcare System anticipates awarding a sole source procurement to United Blood Services, Inc. for the procurement of whole blood and blood components (human) in suitable containers deliverable F.O.B. Destination to the Department of Veterans Affairs, 2101 Elm Street, Fargo ND 58102. Offers will be considered only from offerors whose blood bank is currently registered and licensed with the Food and Drug Administration, Department of Health, Education and Welfare pursuant to Section 510 of the Federal Food, Drug and Cosmetic Act, dated January 31, 1973. The blood bank must be accredited by AABB/CAP, and be able to submit proof that they hold an un-revoked US license issued by the Director, Bureau of Biologics, Food and Drug Administration (FDA) under Section 351 of the Public Health Service Act. The offeror must be able to provide services twenty-four (24) hours, seven (7) days per week. Emergency requests must be delivered within one hour. NAICS code # 621991 applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. No solicitation will be issued, however, all quotations received on or before 4:00 PM, EST, August 27th, 2009 will be considered by the Government. A determination not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated award date is on or before October 1, 2009.
