CAUTERY MACHINE This is a combined synopsis/solicitation for the commercial item identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: offers are being requested and a written solicitation will not be issued. This solicitation number: VA-263-09-RQ- is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-36. This procurement shall be solicited under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System Code (NAICS) code is 339112. The Department of Veterans Affairs, VISN 23, VA Medical Center, Sioux Falls, South Dakota, has a requirement to procure a CAUTERY MACHINE per the following specifications: 1) Must cauterize and perform Ligasure tissue fusion capabilities, 2) Must be compatible with existing Valley Lab force Triad machine and utilize stocked consumable supplies, 3) Must be capable of sensing the energy output in both the cutting and coagulating modes, 4) Must be capable of sensing the surgeon technique and adjust the energy output accordingly, 5) Must be capable of using the lowest voltage and thus maintaining the safety of having decreased heat spreading to surrounding tissue areas, 6) Instrument must be able to be modernized with new software updates, 7) Must include platform, mounting cart, and all footswitches, and 8) Delivery to be FOB Destination. Responses shall include technical specifications, descriptive material, and other such information corresponding to each minimum required item, which demonstrates the Offerors capabilities, and shall identify where the offered service meets or does not meet each of the Governments functional and performance minimum specifications listed herein.
