The Europe Regional Contracting Office, Landstuhl, Germany, intends to enter into a sole source procurement with Benson Medical Instruments Co. for sixteen (16) CCA-200M Booth Mounted Expansion Audiometers and sixteen (16) BAS-200 Simulators to be used in the Defense Occupational Environmental Health Readiness System for Hearing Conservation (DOEHRS-HC) certification courses conducted throughout Germany, Italy, Belgium, Netherlands and Luxemburg.
The required equipment will interface with the DOEHRS-HC system which is already in place and is the only system authorized to conduct Army Hearing Readiness examinations, per Army Regulation 40-5 paragraph 2-27(4). In 2008, the Defense Health Affairs office updated hearing testing equipment throughout the Department of Defense and awarded a contract to Benson Medical Instruments Co. for their CCA-200M Microprocessor Audiometer and BAS-200 Simulator. These instruments were fielded worldwide to hearing testing sites throughout the Department of Defense as the main components of the DOEHRS-HC system. The purpose of purchasing additional instruments is for providing training on the DOEHRS-HC system fielded throughout Germany, Italy, Belgium, Netherlands and Luxemburg. Delivery to Landstuhl, Germany, is required no later than 20 September 20010.
The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quotations. However, interested parties who believe they can meet this requirement shall submit technical data (including cost) sufficient to determine compatibility of specified items. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice is neither a request for quotes nor a solicitation of offers; however interested sources may submit a capability statement, which will be considered by the agency for acquisition planning purposes.
