Nature and/or Description of the Action to Being Processed: This is a request for other than full and open competition for the procurement of a Cryostat for use at the Asheville, NC VA Medical Center. 3. Description of Supplies/Services Required to Meet the Agencv's Needs: The VA in Asheville is requesting a Cryostar NX 70 Cryostat. This equipment wll be used in the diagnosis and treatment of cancer at the VA in Asheville. The estimated cost of this equipment is $46,428.00. 4. Demonstration that the Contractor's Unique Quallfications or Nature of the Acquisition Requires the Use the of Authority Cited Above (applicability of authority): The VA in Asheville has submitted a request for a Cryostar NX70 Cryostat. The cryostat they currently have is no longer functioning and as such this is being requested as an emergency. This equipment is used for the diagnosis and treatment of cancer and any interruption in service would create additional fees for samples that had to be sent to outside sources and would create a delay in care to the veteran population at this VA 6. Description of Efforts Made to ensure that offers are solicited from as many potential sources is deemed practicable: Due to the emergent nature of this there Is no time to solicit any additional sources at this time. 7. Determination bv the Contract Officer that the Anticipated Cost to the Goyernment will be Fair and Reasonable: Due to the emergent nature of this request, and the fact that there was no time to solicit any additional quotes, the Contracting Officer has determined that the pricing for this equipment to be fair and reasonable based on historical data and internet research of like equipment. 8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Contracting OffIcer conducted market research for use in determination of fair and reasonable pricing only. Due to the emergent nature of this acquisition no further research was done. 9. Anv Other Facts Supporting the Use of Other than Full and Open Competition: All facts supporting the use of Other Than Full and Open Competition have been stated above. 10. Listing of Sources that Expressed in Writing an Interest In tbe Acquisition: No other companies were solicited due to the urgent and compelling nature of this request. Intent to sole source was not posted due to the detriment of delayed Veteran care. 11. A Statement of the Actions, if any, the Agency Mav Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitlons for the supplies or services required: No barriers exist at this time, equipment failure is an unpredictable situation that has to be handled immediately.
