PRE-SOLICITATION NOTICE: The VA National Acquisition Center will issue Request for Proposal (RFP) VA-797-06-RP-0039 for the Department of Veterans Affairs (VA), and Department of Defense (DoD) to procure Fluoxetine HCl Tablets. The estimated annual usage is as follows: 17,460 bottles of 10mg Capsules, 100s; 22,114 bottles of 10mg Capsules, 500s; OR 11057 bottles of 10mg Capsules, 1,000s; 26,472 bottles of 20mg Capsules, 100s; 133,112 bottles of 20mg Capsules, 500s; OR 98,556 bottles of 20mg Capsules, 1,000s. Where there is a choice of package size as indicated by the word "OR", the offeror must submit a price on at least one of the two sizes indicated. Award will be made on the package size most advantageous to the Government and included in the aggregate (all or none) award based on the lowest total evaluated price of all line items offered, taking into consideration the estimated quantities. The estimated annual usage listed above is for VA, and DoD. Indian Health Service (IHS) and Bureau of Prisons (BOP) requirements will be forthcoming and will be included in the solicitation once issued. VA reserves the right to add additional package sizes to the contract at a later date, when they become available or if offered in a vendor's proposal. This will not affect the quantities listed in the usage requirements. The contract period will be for one year plus four one-year option periods. The contract items will be distributed through the VA and DoD's respective Pharmaceutical Prime Vendor(s). Offeror's must state the exact name (name that appears on label) by which the drug will be supplied and have a unique NDC number. Capsules must be compatible with automated dispensing units (Baxter ATC Canisters, Optifil, etc.). If the offeror is not a manufacturer, a signed agreement between the offeror and the manufacturer must be submitted with the offer and remain in effect for the duration of the contract period including the option years. Solicitation No VA-797-07-RP-0039 will be electronically issued in commercial item format in accordance with FAR Part 12 on or about April 17, 2007, with a closing date of May 8, 2007.
