(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

(c) This solicitation is issued for the purpose of: conducting market research to identify potential sources for a potential procurement of Handheld Distortion Product and Transient Evoked Otoacoustic Emission diagnostic audiology testing systems for the Omaha VA Health Care System located at 4101 Woolworth Ave Omaha, NE 68105. To assist interested parties, a brief/general description (not all inclusive) is provided below:
The Omaha NE VA is looking for a handheld Distortion Product and Transient Evoked Otoacoustic Emission diagnostic audiology testing system that assesses outer hair cell integrity. In essence this is a measure of whether or not the structures are in place for the patient to have normal hearing or assess indirectly their hearing loss in noncompliant populations. If a patient is malingering or functional hearing loss is suspected, this measure can help to determine the true degree of hearing loss.
The testing equipment must meet the following requirements:
Automated responses
A stimulus of 65/55 Distortion Product and 80 dB Transient Evoked OAE
Rechargeable Lithium Ion battery system
Low battery indicator
Reports to be printed out via label or PC printer
Ability to pause the test
Display to be pass/refer and actual responses
Prefer a LCD display
Alerts of high artifact
Prefer visual and audible alerts
Short test duration of less than 15 seconds under optimal conditions.
Calibration by certified personnel
Memory storage to meet or exceed 50 tests with no PHI
Low referral rate of 2-4%
Screen both DP and TEOAE and left versus right ear for both test conditions
