The Department of Veterans Affairs, VISN 15 Contracting Office expects to award a contract sole-source basis under the statutory authority permitting Other Than Full and Open Competition 10 U.S.C.2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source , and FAR 13.106-1(b) to Edwards Lifesciences, One Edwards Way, Irvine, CA 92614. This requirement is for a Vigilance II Hemodynamic monitoring system. This is the only such system on the market that can perform several hemodynamic monitoring functions from a single pulmonary artery catheter. This notice of intent is not a request for proposals or quotations. A determination by the Government to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Concerns may identify their capabilities by responding to this requirement, no later than 4:00 pm CST, 24 August 2010. All information submitted must support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these items.
