The VA Medical Center, Sioux Falls, South Dakota, intends to negotiate with Alcon Laboratories, Fort Worth, Texas, on a sole source basis pursuant to FAR 6.302-1 for the purchase of an Infiniti System OZil with Videoverlay, product number 8065750265. The associated NAICS Code 339112 applies. This system consists of an Infiniti System OZil with Videoverlay to include footswitch, Aqualase Liquefaction Device Hand Piece, and a one-year warranty. Additional accessories included in the purchase consist of three (3) each of product number 8065750469, Torsional Handpiece. The unit described above provides customized micro-incisional cataract surgery with increased surgical control. This specific model is required to maintain consistency with existing cataract surgical instruments and competencies of surgical staff. Vendor MUST be able to provide trade-in credit for an Advantec Legacy, model STTL-C Series 20000 Unit. Vendors who wish to identify their interest and capability to provide an alternate system which will meet the capabilities and functionality described above may notify the Contracting Officer in writing, no later than 4 pm CST on 09/02/08. Such notification must indicate a complete description of proposed equipment, including narrative and specifications, and must demonstrate that it meets or exceeds the capabilities described above. Companies with demonstrated capability and financial capacity to provide such equipment must submit a written substantive statement outlining the company's and system's capabilities to the Contracting Officer within 15 days of publication of this notice.
