This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propo sals are being requested and a written solicitation will not be issued. RFQ W26ABN71714452 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circ ular 2005-05. This acquisition is unrestricted under NAICS code 339112. The requirements in this solicitation: INFINITI SYSTEM, OZIL WITH VIDEO OVERLAY: INCLUDES 1 YEAR WARRANTY, FOOTSWITCH, AQUALASE LIQUEFACTION DEVICE HANDPIECE, 1 EACH; TORSIONAL HAND PIECE, 1 EACH. Federal Acquisition Regulation clause 52.211-6 [Brand name or equal] applies to this RFQ. Salient characteristics: A Phacoemulsification machine with torsional oscillatory movements allowing for decreased thermal energy and safety for catara ct surgery; This requirement is important since it decreases the ultrasound energy and thereby decreases the damage to the corneal endothelium, which prevents postoperative haze and decreased vision; A phacoemulsification machine with sonic cataract remova l (100 hz) enhances safety and efficiency which allows for quicker surgeries thereby decreasing risk of infection; Empty bottle detection on the machine; A phacoemulisification with control settings that allow a combination of linear and fixed aspiration f low rates allowing for increased efficiency of the lens removal; Enhanced pressure sensing for both irrigation and vacuum that prevents occlusion break when a piece of a cataract occludes the aspiration system; Modality that allows for the liquefaction of soft to medium cataracts with decrease risk of lens capsular rupture; video-overlay system to capture surgical videos for later educational presentations. Delivery, 30 days after receipt of order, shipping shall be FOB destination to DEWITT ARMY COMMUNITY HOSPITAL, JACKSON, FORT BELVOIR, VA. FAR provision 52.212-1 [Instructions to Offerors  Commercial] applies to this acquisi tion to include the following addenda: All offerors are cautioned that if selected for award, they must be registered with the Central Contractor Registration (CCR) program. The CCR can be accessed via the internet at www.ccr.gov/ . Confirmation of C CR registration will be validated prior to awarding a contract. Evaluation Process: All proposals will be evaluated in accordance with the following criteria: Technical Capability (compliance with the requirements of FAR Clause 52.211-6 if vendor offers and Equal Product) and Price, with Technical Capability being significantly more important than Price.
