The Sierra Pacific Network Consolidated Contracting Activity (CCA) is issuing a Commercial Item Request for Quotations (RFQ) in accordance with FAR 12.203 to contract for five (5) PTSD training sessions and materials featuring the leading PTSD expert, Dr. Edna Foa and her colleague Dr. Elizabeth Hembree. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. This procurement is a sole-source justified action as The Trustees of the University of Pennsylvania, Dr. Foa and Dr. Hembree are the only entities with the necessary alliance and knowledge available to provide this service. The simplified acquisition procedures of FAR Part 13 will be used in conjunction with commercial items procedures of FAR Part 12.
