The Pacific Regional Contracting Office at Tripler Army Medical Center (TAMC), Hawaii, intends to make a sole source award to Beckman Coulter, Inc. for the purchase of iRICELL Reagents. TAMC currently uses the Beckman Coulter system and has established rigorously validated SOPs and proven diagnostic accuracy with providers and accrediting agencies. Therefore, these reagents are the only ones that can meet the Government's current need. Beckman Coulter products are sold and distributed exclusively. The statutory authority permitting this award without providing full and open competition is 41 U.S.C. 1901, as cited in FAR 13.501(a)(1)(ii), which authorizes the government to award contracts when there is only one responsible source and no other suppliers or services will satisfy agency requirements.
