ADDENDUM TO 52.212-1 Instructions to Vendors--Commercial Items - JUN 2008

The vendor must show compliance with the requirements in the solicitation by submitting a quote that shows the capability of providing Equal products. Equal products of the brand name manufacturer must meet the following equipment salient characteristics:

Factor I - Technical. The vendor's quote shall show compliance with the listed salient characteristics.

LaserCyte Hematology Analyzer Europe 220V/50Hz - Idexx Laboratories, Inc. (Brand Name or Equal) to include Installation and Technical Support in: a) US. Naval Air Base Sigonella, Italy; b) US Naval Base Rota, Spain, shall, at a minimum:
Include capability of referencing laboratory-quality complete blood counts;
Provide a five-part white blood cell differential for a full analysis of multiple characteristics on each white blood cell and an accurate interpretation of all five white blood cell types.
Reticulocyte count to identify underlying cause of anemias.
Single sample reagents and onboard mixing system
Automated sample aspiration
Early platelet aggregates broken up for accurate platelet counts.
Fully validated species menu and 24 hematology parameters.
Closed-tube sample processing with no sample preparation and no contamination
Operating Temperature: 15-27 degree Celsius
Sample Flow Cell: 250 micron quartz cuvette using focused-flow hydrodynamics to create a single-cell stream;
qualiBeads to be analyzed with the sample during each run to ensure the quality of the run as well as across runs to ensure the analyzer remains properly standardized.
Time Results shall be within 10 minutes

Factor II - Price. The Government will select the quote that is based upon the lowest evaluated price, technically acceptable quote. All CLINs shall have been priced by the vendor. If the vendor failed to price all CLINs, the quote will not be considered for award.

(NOTE: Failure to receive an acceptable rating of any of the salient characteristics will result in an unacceptable rating unless the error(s), deficiency (ies) or omission (s) can be corrected.)

ADDENDUM TO FAR 52.212-2

The Government will award a Purchase Order resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made on the basis of the low price technically acceptable quote. To be considered for award, quotes of Equal products including Equal products of the brand name manufacturer must meet the salient characteristics described above for each CLIN.

EVALUATION STANDARDS. The quoter's technical quote will be evaluated using the following standards for a final rating:

ACCEPTABLE: A quote that meets the Government's Salient Characteristics identified in the solicitation.

UNACCEPTABLE: A quote that fails to meet the Government's Salient Characteristics identified in the solicitation.
